KIO, government’s delegation work on lasting peace agreement

The meeting between delegates of Kachin Independence Organization and Burmese government’s delegation was held in China-Burma border city of Ruili from Feb 11, 2013 at 9:20 am to Feb 12, 2013 at 12:40 am. KIO delegation was led by Salang Kaba Sumlut Gam, head of KIO’s Education department and accompanied by KIA’s vice chief of staff General Sumlut Gum Maw, Slg Kaba Lahpai Hkun Nawng, Colonel Lahpai Zau Raw, Lt. Col. Lahpai La, and Lt. Col. Hpunggan Hkun Nawng and Lt. Col. Gawlu La Aung. Government’s negotiation team was led by President’s office minister U Aung Min and minister U Ohn Myint. As a significant step in talks between the two sides, Burmese army officials including Lt. Gen. Myint Soe, Chief of the Bureau of Special Operations No. 1 who oversaw operations in Kachin, Chin and Sagaing State, Northern commander Brig. Gen. Tun Tun Naung, North Eastern commander Brig. Gen. Aung Soe, Col. Kyaw Soe Win, and Col. Than Aung participated in the meeting on Monday.

The meeting was facilitated by Chinese government and officials led by government’s special envoy Mr. Wang Zongying were present at the meeting between the two sides, said a local source. 

A joint statement was issued at the end of the meeting on Feb 12. The two sides agree to continue negotiations to achieve a firm and lasting peace agreement based on mutual respect, understanding and trust to be able to begin genuine political dialogues. The statement said as a result of Feb 4 meeting, fighting has been reduced and thus both sides will continue to work to reduce military tensions. The two sides agreed to set up offices to monitor situation in conflict areas as necessary.

The statement said both sides will continue to implement what they have been agreed on Feb 4 and March 11-12. The two sides discussed to establish a channel of communication, to establish a monitoring system in conflict area, to work to reduce military tensions, and the presence of outside observers and witnesses in future meetings, in Ruili on Feb 4. The two sides agreed to meet again before April 10.

The meeting was witnessed by UNFC representatives, Restoration Council of Shan State, National Democratic Alliance Army and Peace Creation Group. The participants include Saw David Tharckabaw of KNU, MNSP’s Chairman Naing Htaw Mon, PNLO’s Chairman Col Khun Okker, KNPP’s General Secretary Khun Oo Re, Brig. Gen. Sai Lu of RCSS/SSA, Brig. Gen Sai Tu of SSPP/SSA and U Aik Sha La and U Khan Maung of NDAA.
